The posted version was revised on January 16, 2017 to reflect the
discovery and correction by the authors of a bug in the code used to
obtain the experimental results. The currently posted version contains the
updated results link (pdf). The changes are confined to the experimental section, and
do not alter the conclusions of the paper. The original camera ready paper
